Suggest to Creat a fund of FeatherCoin

In order to encourage people around the world to make great improvements to the FeatherCoin, I suggest we create a FeatherCoin foundation to award them. Or we list our drawbacks and problems, and award people who solved those problems.

Also for the ACP (advanced check point), I think it is not good. The biggest advantage of the electronic currencies is the decentralization; however, the ACP is centralized. The more open and more decentralized, the more future of the coin.

ACP is a temporary solution. It will be disabled once Feathercoin gets mature enough to withstand 51% attacks.
