If you’re waiting for someone to send BTC-e an email saying, “You should add FTC/USD pairs.”, then don’t wait. Just do it yourself. If everyone did this, they might listen. A hundred small voices is much MUCH much louder than one “official” one.

It’s more likely the team (people who actively have a role around here and make decisions) gives a go for such thing or do it themselves or it might get messy if everyone did their own things.
