Hard to tell without the command line parameter or the content of the ~/.cgminer/cgminer.conf
But my guess is you either didn’t wait long enough before checking the pool stats or you missed the -scrypt in the command line.
The pools need time to calculate you workers hashrate. wait about 15 minutes and then check the hashrate under ‘my workers’ not under ‘graphs’, as the graphs are updated once or twice an hour only.

Accepted 16, HW error 7, and a temp of 5c? Yeah something is wrong there ;)
Better if you post your run script here so we can have a look
I’ve tried cgminer once and it gave me also a crap display, nevertheless it seemed to mine…
I’m using bfgminer now, as it is working well under Linux and has a meaningful display ;)
Crap display? Its telling you everything you need to know, whick in this case is that your startup settings are way off or the card has something wrong.
Exactly what i would like to know…:) -
What hardware are you trying to mine with and whats your startup settings for cgminer?
