I went shopping for my rig about 2 weeks ago, got similar components to you, but went with the low power AMD sempron route with 2x 7950.
I’m getting 1300Kh/s, and I think I spent less than you’re planning to.
I spent $738. ($668 after rebates).
…edit, just seen that the prices on most gfx cards have just gone through the roof, I guess I got lucky! Got mine at $190.

Graphics Card- Don’t know much about HIS cards, but from what i’ve heard about them I wouldn’t recommend them. Not only that but the hash rate you predicted will probably be lower than 250 kh/s since the only example I have found was 230 kh/s which isn’t a significant difference, but still. I would look more into it before making a purchase. One of the main things when purchasing a card for mining is the cooling for it since it will running 24/7 (assuming it will be). Finally from reading the reviews it seems like there has been a lot of problems with crashes and the card runs fairly hot.
Motherboard- First of all I would like to point out that your cards have a interface of PCI Express x16 while the motherboard has two PCI Express x16 and two PCI Express x1 meaning that you would need two risers which will cost extra and may impact performance (someone else can tell you if this will). MSI has a pretty good reputation and this model has good reviews from what I can tell. Other than that it seems like a good choice for the price although I prefer AMD cpu’s myself ;D
Power Supply- The first thing I would like to point out is that I am almost certain that your current predicted power consumption is wrong since there will be four cards running at max settings. I cannot confirm this as I haven’t been able to find anywhere providing power info for your cards, but if I were you i’d look into it. Your PSU may be the second most important thing to your cards since it also will be running 24/7 at a high usage so cooling is key. If I were you I would go with a gold rated PSU just because they typically have a longer lifespan. Make sure the PSU includes everything you need to power your parts or buy any converters you need. Wattage looks good but again check again what your power consumption is.
Memory- No complaints since this doesn’t matter in the process of mining that greatly and seems to work well for long periods of time.
CPU- Also no complaints since it also doesn’t matter that much and seems like a ok price.

yea that was just a rough estimate on the cards power consumption and kh/s
