7990 Linux research thread - HOW DO WE FIX THIS?

7990s have a TDP limit of 179 W. I seriously do not want to play with BIOS overwrites. I don’t have the means to unbrick a card.
cgminer 3.x.y freezes when ADL (freq mod) is enabled.
AMDOverdriveCtrl can’t control anything but fans.
All the chip access programs like Radeon Bios Editor, GPU-Z have ZERO source code.
