Another idea would be to have an Artificial Intelligent software Avatar that answers most asked questions with quotes from the forum and guides. We could start with Alice an old timer, still going.
It would be quite funny if it was semi random + it could learn to get better, by trying to gain Rep points, for correct answers.

A cool feature for a forum (especially in the newbie section) would be an automatic search that happens as the user is typing in this message field (like Kayako support suite does). While they type, the words are searched instantly through all existing threads and offers up suggestions for threads as the user types (at the bottom of the screen). This is used for customer service queries and knowledgebase searches, but would be a nice addition to any forum software (if possible).

On a serious note though, I tend to ‘lurk and learn’ before I jump in and I’m certain it pays off.
Sometimes new users need a little encouragement to help themselves rather than expecting help on a plate.‘Alice’ would be a fantastic addition if it’s possible…
